Does West Virginia Require a State Business License?

West Virginia requires businesses that do business in West Virginia to hold the West Virginia Business Registration Certificate, issued by the West Virginia Tax Division (State Tax Department). You do not need one if you are not required to collect or withhold any West Virginia tax, do not claim a sales or use tax exemption, and had gross income from business activity of $4,000 or less in your last tax year. You need a separate certificate for each fixed business location.

What It Costs and When to Renew

The fee is $30 for each certificate, so a business with more than one fixed location pays $30 for each. State law waives the fee for some registrants, such as a federally tax-exempt nonprofit.

It does not need to be renewed.

City and County Business Licenses

West Virginia law lets a municipality require a municipal license for anything that needs a state license, or adopt an annual general municipal business license of up to $20, and preserves municipal license taxes. The state's Business4WV portal says most cities and counties require a local business license or permit to operate within their limits.

West Virginia licenses regulated professions through state licensing boards under its professions and occupations law, and the Division of Labor licenses contractors and some other trades.
