Does a landscaping business need a license in West Virginia?
West Virginia issues no statewide license for a landscaping business. Local registrations and specialty permits can still apply.
West Virginia excludes landscaping from contractor licensing by statute. W. Va. Code 30-42-3(d) defines a contractor as one whose undertaking costs $5,000 or more for residential work or $25,000 or more for commercial work, then lists the persons who are not contractors, and the list names a person who performs landscaping services. The same subsection cross-references pest control operators licensed under 19-16A-7 to apply pesticides for hire, which is the credential that reaches chemical application, and the Contractor Licensing Board's own classification list has no landscaping class.
