Does a cleaning business need a license in West Virginia?
West Virginia issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Chapter 30 of the West Virginia Code, Professions and Occupations, enumerates the licensed occupations through Article 81 and contains no article for cleaning, janitorial or housekeeping work; the Contractor Licensing Act in Article 80 reaches only work to construct, alter, repair, add to, subtract from, improve, move, wreck or demolish a structure. West Virginia Code section 11-15-8 applies the consumer sales and service tax to the furnishing of all services except professional and personal services, and the State Tax Division describes personal services as services to the person of an individual such as barbering and hairstyling, so cleaning services are taxable. Every business must also obtain a West Virginia business registration certificate from the State Tax Department before engaging in business activity.
