Virginia Veterans: No Filing Discount, One Real Designation
You pay what every other Virginia LLC pays to file. If you carry a service-connected disability, there is a free state designation behind it, and a participation floor written into the Code.

No fee break: Virginia veterans pay the same $100 articles-of-organization fee as everyone else, and the state's veteran benefit is a free service-disabled designation rather than a discount.
The fee schedule at Va. Code § 13.1-1005 sets one price for articles of organization and carves out nobody. What Virginia does have is a Service Disabled Veteran designation inside the SWaM vendor database, run by the Department of Small Business and Supplier Diversity with disability status confirmed by the Department of Veteran Services. The catch is that the designation is not standalone. You have to hold SBSD small-business certification first, and you need a service-connected disability, so a veteran without a rating gets nothing from this program.

Why Virginia Has No Veteran LLC Fee Waiver
Section 13.1-1005 is a flat list. It names articles of organization, attaches a figure, and contains no veteran, service-member or service-disabled exemption anywhere in the section. There is no box to tick, no affidavit, and no discharge document that changes the number. The LLC annual registration fee lives in a different section, Va. Code § 13.1-1062, and no veteran exemption was located for it either. Treat that as an absence we verified rather than an express provision saying veterans are not exempt: nothing in the LLC fee schedule creates one, and SBSD describes its own veteran offering as certification, not fee relief. Virginia has no statewide business licence at all. The business-licence tax you may owe is BPOL, which cities and counties impose locally, so if any veteran break exists it would sit with your commissioner of the revenue and not with Richmond.

Get SBSD small-business certified first
SBSD is explicit that the SDV item is a designation of small businesses owned by service-disabled veterans inside the SWaM vendor database, not a separate certification you can hold on its own. Apply to the SBSD Certification Division for small-business certification and the designation has something to attach to. Neither piece carries an application charge.

Have DVS verify the service-connected disability
The Department of Veteran Services, not SBSD, is the agency that confirms service-disabled status. Pull your VA disability documentation before you start rather than mid-application. SBSD publishes 804-786-0286 for questions on this step.

Confirm the designation landed on your SWaM record
The designation exists so state buyers searching the vendor database can find you, which means a certification that went through without it does you no good. Check your own record after approval instead of assuming the DVS verification carried across automatically.

Bid with § 2.2-4310.2 in hand
Executive branch agencies have to build a minimum level of service-disabled veteran participation into the small-business goals they set under Va. Code § 2.2-4310. The floor is in § 2.2-4310.2, and it is a goal rather than a set-aside, so no buyer is obliged to hand you the contract. It is still the reason a buyer has a reason to go looking.

Other Virginia Programs for Veteran Business Owners
Two more things sit alongside the designation, and neither one is a veteran fee break. The first reaches you as a bidder, the second only if you are the one doing the hiring.
- Price preference of up to 5% for certified small businesses: In state procurement, a certified small business's bid may be accepted where it does not exceed the low bid by more than five percent. The preference runs to small-business certification generally, not to veteran status; a service-disabled veteran-owned business benefits only if it is also SBSD-certified as a small business. law.lis.virginia.gov
- Virginia employer certification for hiring veterans: The Department of Veterans Services is authorized to run a workforce assessment and training program for participating employers and a certification process for employers that set measurable goals for hiring and retaining veterans and military spouses. State Benefits vs Federal Benefits — What Is Actually Different
Most of what gets published as “veteran LLC benefits in Virginia” is actually federal, and identical in all 50 states. Three separate things get run together:

Certification is worth doing on its own merits, but it is not a discount on formation. If a page tells you Virginiagives veterans a “free LLC” and then links you to a certification portal, it has conflated the first row with the second.
Free Help for Veteran Business Owners in Virginia
The SBSD Certification Division owns the service-disabled side and publishes 804-786-0286 for it. The same office handles small-business certification, at no cost, which is the piece the designation depends on. Your other stop is the Virginia Department of Veteran Services, since DVS is what actually verifies the disability. If your customers are local governments rather than state agencies, talk to your city or county commissioner of the revenue about BPOL before you settle on a business address.
