Does a landscaping business need a license in Virginia?
Virginia issues no license of its own for landscapers. Its contractor licensing reaches this work through 5 license classes.
Virginia reaches landscape construction through contractor licensing, because the definition of contractor in Va. Code 54.1-1100 covers improvements to real property and not only buildings, and a Class C license is required once a single contract or project is over $1,000. The Board for Contractors recognizes landscape service contracting, defined as the alteration or improvement of a land area by excavation, clearing, grading, construction of retaining walls for landscaping purposes or placement of landscaping timbers, and landscape irrigation contracting as specialty services. Va. Code 54.1-1103(C) requires a license for landscape irrigation work regardless of the contract amount, so that $1,000 floor does not apply to irrigation.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Virginia it is made with the Virginia State Corporation Commission. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
