Maryland charges veterans full price, then makes it up in contracts

There is no filing-fee waiver at SDAT. What Maryland has is VSBE certification, which costs nothing and aims a share of state procurement spending at veteran-owned firms.

Maryland has no veteran LLC fee waiver, so you pay SDAT's standard $100 Articles of Organization fee, but VSBE certification is free and puts you inside a state procurement goal.

SDAT's fee schedule lists one price for Articles of Organization and no veteran exemption anywhere in it. The Veteran-Owned Small Business Enterprise programme under Md. Code, State Fin. & Proc. §§ 14-601 to 14-605 is where the actual benefit sits: designated agencies are directed to aim a share of their contract dollars at certified VSBE firms, and no service-connected disability is required to certify. Carry one warning into any bid. Fraudulently representing VSBE participation to obtain a bid preference is an offence under § 14-605, not a paperwork slip.

Why Maryland Has No Veteran LLC Fee Waiver

You pay what everyone pays. SDAT's fee schedule for documents relating to limited liability companies sets a single Articles of Organization price for domestic LLCs, with an optional expedited service fee on top and a percentage-based convenience charge if you pay through Maryland Business Express. No line anywhere in that schedule mentions veterans. The annual report works the same way. The one annual-report fee waiver SDAT actively publicises is the MarylandSaves waiver, which turns on offering employees a retirement savings option and has nothing to do with military service. Local trader's licences are a separate system again, issued by the Clerk of the Circuit Court in each county, and no veteran-specific waiver of those was confirmed in a primary source. Budget for Maryland's costs as a civilian would; the value of being a veteran here shows up on the revenue side, not the cost side.

    Get your veteran status verified

    Maryland relies on verification by the Maryland Department of Veterans & Military Families, or on an approved federal SBA VetCert record, to establish that owners are veterans. Sort this out first, because it is the step that depends on another agency's timeline rather than on your own paperwork.

    Register in eMaryland Marketplace Advantage

    eMMA is the state's procurement portal and the place the VSBE application actually lives. You will need the registration anyway to see and respond to state solicitations, so it is worth completing properly rather than minimally: buyers search it.

    Apply to GOSBA with your ownership and control documentation

    The Governor's Office of Small, Minority & Women Business Affairs administers VSBE certification and charges no application fee. Submit the operating agreement, ownership records, and evidence that the veteran owners run day-to-day operations, since § 14-601 requires control and not just ownership.

    Diary the three-year renewal and keep your file current

    Certification runs three years. If ownership shifts, an owner steps back from operations, or the business outgrows its SBA size standard, your eligibility can end before the certificate does. Update GOSBA rather than discovering the problem mid-bid.

State Benefits vs Federal Benefits — What Is Actually Different

Most of what gets published as “veteran LLC benefits in Maryland” is actually federal, and identical in all 50 states. Three separate things get run together:

Certification is worth doing on its own merits, but it is not a discount on formation. If a page tells you Marylandgives veterans a “free LLC” and then links you to a certification portal, it has conflated the first row with the second.
