Who May Give a Resale Certificate in Wyoming
Whether a buyer must hold a Wyoming sales tax license to buy for resale depends on the circumstances. Wyoming's guidance is not explicit for out-of-state buyers, so confirm with the Wyoming Department of Revenue. Its FAQ says a Wyoming vendor claims the resale exemption with its Wyoming sales tax license, while the Streamlined certificate Wyoming prescribes lets a buyer not registered in Wyoming enter a sales tax number issued by another state, and a foreign buyer its national tax ID.

For Sellers Who Accept One
Under Wyoming's law, a seller that obtains a fully completed certificate is relieved of liability for the tax on that sale. The seller is relieved if it obtains a fully completed certificate, or captures the relevant data elements, within 90 days of the sale, or, within 120 days after the Department asks for substantiation, obtains one in good faith or other information establishing that the sale was not subject to the tax.
