Does a cleaning business need a license in New York?
New York issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
New York State licenses no cleaning trade. None of the 35 occupations regulated by the Department of State Division of Licensing Services is cleaning or janitorial work, and none of the professions licensed by the State Education Department Office of the Professions is either. Maintaining, servicing or repairing real property is taxable under the state's Tax Law and the Department of Taxation and Finance treats cleaning of existing floors and similar work as a taxable maintenance service, so the provider needs a Certificate of Authority; mold assessment and remediation is separately licensed by the Department of Labor under the state's Labor Law, and any additional requirement in New York City is local.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with New York and with the locality you work in.
This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.
This records what New York publishes, not a determination about your business. Scope, thresholds and local requirements are set by the issuing body, so confirm with them before you bid or file.

What the LLC has to do first
Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In New York it is made with the New York Department of State, Division of Corporations. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
Forming an LLC as a cleaning business in New York covers the filing itself, step by step.
Insurance New York cleaning businesses are asked to show
Residential clients hand over a key and commercial contracts require a certificate before the first shift, so general liability is bought at the point of winning work rather than at the point of registering.
We do not publish New York premium figures for this trade, so nothing here is a quote. Our business insurance guide for cleaning businesses covers what each policy does and does not pay for.
This guide is general information, not legal or tax advice, and reading it does not create an attorney-client relationship. It reports what each state licensing board publishes for this trade, with the sources this page cites. It cannot tell you whether your own work needs a licence: that turns on the scope of the job, the value of the contract, and the city or county you work in, which commonly adds its own registration on top of the state's. Confirm your own position with the board named on this page and with your local building or business licensing office before you bid or start work.
