Form MLLC-6, the Secretary of State's own Certificate of Formation, prints one fee and has no veteran designation or exemption box. The Bureau of Maine Veterans' Services sends business owners toward the federal SBA rather than to a state certification, which is the strongest available signal that no state programme exists. Read that carefully, though. No Maine agency has affirmatively stated that it runs no such programme; this is a conclusion drawn from what the state publishes and from the absence of any veteran preference in Maine's procurement statutes, not from a denial we can quote.

Why Maine Has No Veteran LLC Fee Waiver
The number printed on Form MLLC-6 (rev. 12/23) is the number you pay. The form is filed with the Division of Corporations, UCC and Commissions under 31 M.R.S. § 1531, and there is no veteran rate, no reduced rate, and nothing on the form to check. The annual report is the same story: no veteran exemption turned up in any Secretary of State or Bureau of Maine Veterans' Services source we could reach. Worth saying plainly, since it is presumably what you came to check. This is not an expired programme, and it is not a waiver with a narrow catch you might still meet. There is nothing here to miss out on. If a guide told you Maine waives LLC fees for veterans, it is either wrong or it has confused Maine with one of the small handful of states that genuinely do this. The honest caveat is about certainty rather than substance: we established Maine's position from the state's published forms and pages and from the absence of a veteran preference in its procurement law, which is weaker evidence than a statute saying so. Veteran-Owned Business Certification in Maine
Maine does not run its own veteran-owned business certification. That means there is no state certificate to apply for — but it also means the federal certification is the one that matters, and it is free.
The SBA’s VetCert program certifies Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) for federal contracting. Certification is free and is handled entirely at veterans.certify.sba.gov.

Most of what gets published as “veteran LLC benefits in Maine” is actually federal, and identical in all 50 states. Three separate things get run together:

Certification is worth doing on its own merits, but it is not a discount on formation. If a page tells you Mainegives veterans a “free LLC” and then links you to a certification portal, it has conflated the first row with the second.
Free Help for Veteran Business Owners in Maine
The Bureau of Maine Veterans' Services is the state office to start with. Its employment and business page is where Maine routes veteran entrepreneurs, and it points at the federal SBA's Office of Veterans Business Development rather than at anything run by the state. One Maine-specific thing does exist, and it is not a fee benefit: the Office of Professional and Occupational Regulation gives credit for military training and experience toward professional licensure, which can shorten the path into a licensed trade even though it will not lower what you pay. If you want the certification question settled for your own file, the Division of Procurement Services within the Bureau of General Services is the office that would run such a programme if one existed.
