Veterans pay the same filing and annual report fees as everyone else. More importantly, the state's Veteran Business Enterprise certification is not open to every veteran-owned business the way most write-ups imply.

Rhode Island gives veterans no break on the $150 LLC filing fee, and its VBE certification is limited to veterans who pass a federal personal net-worth test.
R.I. Gen. Laws § 7-16-65 is the complete schedule of LLC filing fees and the word 'veteran' is not in it. The certification is where the description usually goes wrong: § 37-14.3-3(8) requires the business to be majority owned and controlled by economically disadvantaged veterans, and § 37-14.3-3(4) ties that phrase to the personal net-worth criteria in 49 C.F.R. part 26. Cross the cap and you are ineligible, however plainly veteran-owned the business is. There's also a minimum active-duty service period that most summaries leave out entirely.

Why Rhode Island Has No Veteran LLC Fee Waiver
Every LLC fee in Rhode Island comes out of one statute. Section 7-16-65 opens with the Secretary of State shall charge and collect, then lists the price for filing the original articles of organization and the price for the annual report, and it does that for all LLCs without exception. There is no veteran line item, no reduced-fee form, and no rebate mechanism. Veterans pay the formation fee once and the annual report fee every year, the same as anyone else. One feature of the Rhode Island system does get misread as a benefit, so it's worth naming. The Secretary of State lets an LLC identify itself as veteran-owned on its annual report. That checkbox is data collection. It doesn't reduce the fee, it doesn't certify anything, and it carries no procurement effect. Tick it if you like, but don't file the annual report thinking you've certified the business.

Run the net-worth test before anything else
Rhode Island's definition of a veteran-owned small business enterprise requires economically disadvantaged veteran owners, measured against the personal net-worth criteria in 49 C.F.R. part 26. Work out where your owners land against that standard first, because if you're over it, the rest of the process is wasted effort.

Check the service record against § 37-14.3-3(7)
The statute sets a minimum active-duty period and specifies which reserve and Guard service counts, along with routes for veterans disabled in the line of duty or in a training status. Pull the DD-214 and confirm the dates line up with the statutory definition before you build an application around it.

Apply to MBECO within the Division of Equity, Diversity & Inclusion
Certification is administered by the Minority Business Enterprise Compliance Office inside DEDI, under the regulation at 220-RICR-80-15-1 despite the office's name. The regulation states no application fee, though it doesn't affirmatively say the process is free, so confirm that with the office when you apply.

Ask how the preference actually gets applied
Section 37-14.3-4(a) sets the statewide participation goal and directs the Department of Administration's director to establish preference formulas by rule. We verified the goal but not the numeric formula behind the preference, so ask MBECO or the purchasing agency how it's scored on the contracts you plan to bid on.

State Benefits vs Federal Benefits — What Is Actually Different
Most of what gets published as “veteran LLC benefits in Rhode Island” is actually federal, and identical in all 50 states. Three separate things get run together:

Certification is worth doing on its own merits, but it is not a discount on formation. If a page tells you Rhode Islandgives veterans a “free LLC” and then links you to a certification portal, it has conflated the first row with the second.
Free Help for Veteran Business Owners in Rhode Island
The Minority Business Enterprise Compliance Office within Rhode Island's Division of Equity, Diversity & Inclusion administers veteran certification and is the office that can tell you whether the economically disadvantaged test disqualifies you before you assemble a full application. That one phone call is worth making early. For the formation filing itself, the Secretary of State's business services division handles articles of organization and annual reports and has nothing to do with veteran status, so don't expect help there on certification questions.
