Does a landscaping business need a license in Utah?
Utah issues no license of its own for landscapers. Its contractor licensing reaches this work through the Specialty Contractor License.
Utah reaches landscaping through the Construction Trades Licensing Act rather than a landscaper credential, and landscape work is carried out under a specialty contractor license. Utah Code 58-55-305(1)(h) exempts work valued under $7,000 only where it is the alteration, repair, remodeling, addition to or improvement of a building, so the act states no contract value floor for landscape work itself. Section 58-55-302.5, which carries the landscape specialty provision, is repealed on 1 January 2027 and the same provision is re-enacted at Section 58-55-204.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Utah it is made with the Utah Division of Corporations and Commercial Code. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
