Does a landscaping business need a license in Oklahoma?
Oklahoma issues no license of its own for landscapers. What it does require of this trade is the Nursery Landscaper License.
The license covers buying nursery stock and offering it for sale or planting. A business that only mows, trims and blows, selling and planting no nursery stock, is outside it.
The Oklahoma Department of Agriculture, Food, and Forestry issues a Nursery Landscaper License under the Oklahoma Horticulture Law to a business that purchases nursery stock and offers it for sale or planting through landscape services. Section 2-3-32.7(D) states that a person shall obtain a license prior to selling or dealing in nursery stock, the fee is $100 and the license year runs January 1 to December 31, and the exemptions are by product rather than by contract value. Oklahoma has no general contractor license, and the Construction Industries Board licenses only building inspectors, electrical, home inspectors, mechanical, plumbing and roofing.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Oklahoma it is made with the Oklahoma Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
