Oklahoma City & Tulsa

Oklahoma City has invested $5B+ in urban revitalization since 2010, transforming into a genuine startup hub — and Tulsa's Remote program offers $10,000 cash grants plus coworking space to entrepreneurs who relocate, one of the only cities in the world that actively pays founders to come build their companies there.

The Opportunity

Oklahoma's $35B+ annual oil and gas production is aggressively adopting technology to reduce costs and environmental impact. Energy tech startups here have direct access to operating companies with genuine urgency to cut production costs in a commodity market — real customers with real budgets and a clear ROI calculus.

Venture Ecosystem

Oklahoma's startup ecosystem centers on Oklahoma City and Tulsa. The i2E (Innovation to Enterprise) organization is the state's primary commercialization body managing seed funds and accelerator programs. The George Kaiser Family Foundation in Tulsa has invested heavily in the Tulsa Innovation Labs and Gaillardia entrepreneurship community. 36 Degrees North (Tulsa) is a hub for tech and creative companies. Tulsa Remote — a program that pays remote workers $10,000 to relocate — has brought hundreds of tech workers and founders to the city since 2018. The University of Oklahoma's Center for Entrepreneurship and Oklahoma State University's venture programs generate university-linked deal flow. Energy technology is the natural dominant vertical, though Oklahoma's ecosystem increasingly spans health, fintech, and B2B SaaS.

Regulatory Climate

Oklahoma LLCs pay a $100 formation fee and an annual certificate fee of $25 due by the anniversary date of formation. Oklahoma has no franchise tax on LLCs. The state's graduated individual income tax (up to 4.75%) applies to pass-through LLC income. Oklahoma offers a Quality Jobs Program that provides cash rebates of 5% of payroll for qualifying job-creating companies — one of the most accessible job-creation incentives in the South-Central region. Oklahoma's sales tax (4.5% state, plus local rates bringing effective rates to 8%–9% in major cities) is among the higher combined rates in the region, affecting consumer-facing businesses. The Secretary of State processes standard online filings in 3–5 business days.
