Does a cleaning business need a license in Washington?
Washington issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Title 18 RCW, Businesses and Professions, enumerates every occupation Washington licenses, from Accountancy through Certified peer support specialists, and no chapter covers cleaning or janitorial work. The Washington State Business License that the Department of Revenue issues is a general registration every business meeting its conditions files, including any business whose gross income is $12,000 per year or more, and it is not a credential for this trade. RCW 82.04.050 excludes janitorial services from the definition of a retail sale, so a janitorial business does not collect retail sales tax on that labor, and city business license endorsements and employer registrations apply separately.

What the LLC has to do first
Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In Washington it is made with the Washington Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
