Does a landscaping business need a license in Pennsylvania?
Pennsylvania issues no license of its own for landscapers. Its contractor licensing reaches this work through the Home Improvement Contractor Registration.
Pennsylvania issues no landscaping license, and lawn and garden work does fall inside Act 132 of 2008: the definition of home improvement at 73 P.S. 517.2 names landscaping of a type that is not excluded under paragraph (2)(vi), so a landscaper doing residential work registers with the Bureau of Consumer Protection. The paragraph (2)(vi) exclusion covers work by a landscaper certified by the Department of Agriculture under the Plant Pest Act, but it does not reach buildings, driveways, patios, nondecorative fences, lighting systems, concrete walkways, retaining walls, fountains or drainage systems, which stay inside the act. Two figures apply and both bind: home improvement reaches a job whose total cash price is more than $500, and a person whose home improvements totalled less than $5,000 in the previous taxable year is not a contractor.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Pennsylvania it is made with the Pennsylvania Department of State, Bureau of Corporations and Charitable Organizations. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
