An LLC files the Registration of Fictitious Name with the Department of State.
You can file online.
In Pennsylvania the newspaper notice is needed only when an individual is a party to the registration, so an LLC registering a name on its own does not advertise. The notice is kept with the business records rather than sent to the Department of State.
