Does a contracting business need a license in Pennsylvania?
Pennsylvania issues no license of its own for general contractors. Its contractor licensing reaches this work through the Home Improvement Contractor Registration once the business took $5,000 or more for this work in the previous tax year.
Pennsylvania issues no statewide general contractor license. The Home Improvement Consumer Protection Act, Act 132 of 2008, requires a contractor performing home improvements on a private residence to register with the Bureau of Consumer Protection in the Office of Attorney General, and it excludes a person whose home improvements totaled less than $5,000 in the previous taxable year. A home improvement is separately defined as work priced above $500. Commercial general contracting carries no state registration, and municipal ordinances may add their own contractor registration.
The contracting business itself must be licensed or registered, not only the people doing the work.
Act 132 of 2008 defines a person as an individual, partnership, limited partnership, limited liability company, joint venture or corporation, and Section 3(a) bars any person from performing home improvements without first registering, so the company registers in its own name.

What the LLC has to do first
Where the state licenses the company rather than only the individual, the LLC has to exist before the license application can name it.
The entity filing is separate from anything the license requires. In Pennsylvania it is made with the Pennsylvania Department of State, Bureau of Corporations and Charitable Organizations.
