Does a landscaping business need a license in Idaho?
Idaho issues no license of its own for landscapers. Its contractor licensing reaches this work through the Contractor Registration.
Idaho issues no landscaping specific credential, and reaches landscaping through the Idaho Contractor Registration Act, whose definition of construction includes any improvement to real property, so landscape construction such as hardscape, retaining walls and irrigation requires registration while routine mowing and planting does not. Idaho Code 54-5204(1) makes it unlawful to engage in the business of a contractor without registering, and 54-5205(2)(f) exempts one undertaking whose aggregate contract price for labor and materials is less than $2,000 unless the work is part of a larger project. Registration is held by the business: 54-5203(6) defines person to include a limited liability company.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Idaho it is made with the Idaho Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
