Does a cleaning business need a license in Idaho?

Idaho issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.

No chapter of Idaho Code title 54 licenses cleaning, janitorial or maid service, and registration under the Idaho Contractor Registration Act reaches only construction, defined at Idaho Code 54-5203(2) as work on buildings, structures and improvements to real property. Idaho has no general state business license, and cleaning is not among the transactions defined as a sale in Idaho Code 63-3612, so the service itself creates no seller's permit obligation. City and county licenses and employer registrations apply separately.

What the LLC has to do first

Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.

The entity filing is separate from anything the license requires. In Idaho it is made with the Idaho Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
