Wyoming charges $100 to form an LLC, while Utah charges $59. Utah is $41 cheaper upfront. The cost that usually gets overlooked: if you form in Utah but operate in Wyoming, you must also register as a foreign LLC in Wyoming (a $150 filing) and maintain a registered agent in Utah (typically around $150 per year).
