Does a cleaning business need a license in Kentucky?
Kentucky issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
No chapter of the Kentucky Revised Statutes licenses cleaning, janitorial or maid service as an occupation; the occupational chapters name none, and a separate chapter covers dry cleaning and dyeing, a different trade. Janitorial services, including residential and commercial cleaning and carpet, upholstery and window cleaning, have been subject to the 6 percent sales tax under state law since January 1, 2023, with a $12,000 annual exemption under the same tax law that is lost once a seller also sells tangible personal property or other listed services. Kentucky cities and counties levy their own occupational license taxes.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Kentucky and with the locality you work in.
This rests on the state's own enumeration of the occupations it licenses, which does not include this trade. The source below is the record's primary citation and may not be that enumeration itself.
This records what Kentucky publishes, not a determination about your business. Scope, thresholds and local requirements are set by the issuing body, so confirm with them before you bid or file.

What the LLC has to do first
Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In Kentucky it is made with the Kentucky Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
Forming an LLC as a cleaning business in Kentucky covers the filing itself, step by step.
Insurance Kentucky cleaning businesses are asked to show
Residential clients hand over a key and commercial contracts require a certificate before the first shift, so general liability is bought at the point of winning work rather than at the point of registering.
We do not publish Kentucky premium figures for this trade, so nothing here is a quote. Our business insurance guide for cleaning businesses covers what each policy does and does not pay for.
This guide is general information, not legal or tax advice, and reading it does not create an attorney-client relationship. It reports what each state licensing board publishes for this trade, with the sources this page cites. It cannot tell you whether your own work needs a licence: that turns on the scope of the job, the value of the contract, and the city or county you work in, which commonly adds its own registration on top of the state's. Confirm your own position with the board named on this page and with your local building or business licensing office before you bid or start work.

Some statutory text is read from an accurate mirror rather than from the state's own host, and those say so.
