Does a plumbing business need a license in Texas?
Texas issues 6 license classes for plumbers.
Texas licenses plumbing statewide through the Board, which issues the license to an individual by class. The company itself holds no Board credential and operates under a designated Responsible Master Plumber who maintains at least $300,000 of commercial general liability insurance and is accountable for the plumbing work performed under contracts secured under that license.
The license attaches to qualified individuals. Texas does not require the plumbing business itself to hold one.
The Board issues no license or registration to a company. Board rule 367.9 instead bars a person or company from advertising, contracting for or offering plumbing work unless it has secured the services of at least one Responsible Master Plumber, who is either an employee of the company or its owner, and a Responsible Master Plumber may act as the RMP of record for only one company at a time.

What the LLC has to do first
Several states license the plumbing company separately from the individual plumber, so the LLC and the license are two filings, not one.
The entity filing is separate from anything the license requires. In Texas it is made with the Texas Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
