Does a landscaping business need a license in Texas?
Texas issues no statewide license for a landscaping business. Local registrations and specialty permits can still apply.
Texas issues no state landscaping license and has no state general contractor license. The Texas Department of Licensing and Regulation's published program list includes construction related programs such as air conditioning and refrigeration contractors, electricians, elevator safety, industrialized housing and water well drillers, and contains no landscaping or lawn care program. The Texas Commission on Environmental Quality separately licenses landscape irrigators, irrigation technicians and irrigation inspectors, which is an irrigation credential held by individuals and not a landscaping license.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Texas and with the locality you work in.
This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Texas it is made with the Texas Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
