Does a cleaning business need a license in Texas?
Texas issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
The Texas Department of Licensing and Regulation lists roughly forty regulated programs and none of them is cleaning, janitorial, maid or custodial service. Cleaning is a taxable real property service in Texas, so the Comptroller of Public Accounts requires a maid, janitorial or custodial service to hold a sales tax permit and collect state and local tax on its charges. Mold remediation is a separate specialty credential under Texas Occupations Code Chapter 1958, which requires a mold remediation license once a project affects 25 or more contiguous square feet of mold contamination.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Texas and with the locality you work in.
This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.

What the LLC has to do first
Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In Texas it is made with the Texas Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
