Does a cleaning business need a license in Maryland?

Maryland issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.

None of the boards and commissions of the Maryland Department of Labor's Division of Occupational and Professional Licensing licenses cleaning, janitorial or maid service. Cleaning of a commercial or industrial building is a taxable service under Md. Code Tax-General 11-101(m)(3) and is defined at 11-101(c) to cover floor, carpet, wall, window, ceiling and exterior cleaning and janitorial services, so a business cleaning commercial premises collects and remits Maryland sales and use tax to the Comptroller of Maryland, while cleaning a residence falls outside that definition. County and municipal licenses and employer registrations apply separately.

A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Maryland and with the locality you work in.

This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.

What the LLC has to do first

Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.

The entity filing is separate from anything the license requires. In Maryland it is made with the Maryland State Department of Assessments and Taxation. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
