Arizona's veteran fee waiver isn't the LLC filing fee
The 2022 law that got written up as 'Arizona waives business license fees for veterans' waives a different fee, at a different agency, on a deadline most veterans have already missed.

Arizona has no veteran waiver on LLC formation: Articles of Organization cost $50 for everyone, and the 2022 law you have read about waives an occupational licensing fee instead.
A.R.S. § 41-1080.01, as amended by H.B. 2741 in 2022, requires state agencies to waive the initial licensing fee for a first-time applicant who is an honorably discharged veteran discharged recently enough to fall inside the statutory window. That is an agency-issued occupational or professional license, the kind a board grants to a barber, a contractor, or a security guard. It is not entity formation with the Arizona Corporation Commission, which is a different agency operating under a different title of the code. Press coverage that compressed 'initial licensing fee' into 'business license fee' is where the confusion started.

Why Arizona Has No Veteran LLC Fee Waiver
The Corporation Commission's Schedule of Fees for LLCs under A.R.S. Title 29 lists Articles of Organization at one price for regular processing and a higher one for expedited handling. There is no veteran line, no disability line, and no service-related reduction anywhere in the schedule. Nothing in § 41-1080.01 changes that, because the Corporation Commission's formation fee is not an initial licensing fee issued by a licensing agency to an individual applicant. The genuinely good news in Arizona has nothing to do with veteran status and is worth more than most veteran discounts elsewhere. Arizona LLCs have no annual report fee to waive, because Arizona imposes no annual report on LLCs at all. The Corporation Commission's LLC fee schedule has no annual report line item, unlike the corporation schedule. Over ten years that absence is worth considerably more than a one-time formation discount would have been.

Other Arizona Fees Veterans Do Not Pay
- Initial licensing fee for a state agency-issued occupational or professional licence, for a first-time Arizona applicant for that licence who is an honorably discharged veteran discharged not more than two years before application (also available to an active duty service member's spouse, and to applicants at or below 200% of the federal poverty guidelines). Amount varies by licensing board. Licences under A.R.S. Title 36, ch. 4, art. 10 and ch. 28.1 are excluded. This does NOT reach the Corporation Commission's $50 LLC formation fee.: waived. Veteran-Owned Business Certification in Arizona
Arizona does not run its own veteran-owned business certification. That means there is no state certificate to apply for — but it also means the federal certification is the one that matters, and it is free.
The SBA’s VetCert program certifies Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) for federal contracting. Certification is free and is handled entirely at veterans.certify.sba.gov.
State Benefits vs Federal Benefits — What Is Actually Different
Most of what gets published as “veteran LLC benefits in Arizona” is actually federal, and identical in all 50 states. Three separate things get run together:

Certification is worth doing on its own merits, but it is not a discount on formation. If a page tells you Arizonagives veterans a “free LLC” and then links you to a certification portal, it has conflated the first row with the second.
Free Help for Veteran Business Owners in Arizona
The Arizona Department of Veterans' Services is the state office to start with. On certification, set your expectations low: we found no Arizona state veteran-owned business certification and no statutory veteran procurement preference. The Arizona Procurement Portal appears to let vendors self-identify as veteran-owned, which is a checkbox rather than a certification and carries no legal weight. Treat that as well-supported rather than proven, since several Arizona agency sites block automated review. Also ignore private sites branded 'Arizona SBA' that sell veteran-owned business certification. They are not government bodies.
