Arizona LLCs are formed with the Arizona Corporation Commission, not the Secretary of State, and Articles of Organization (form L010) cost $50, or $85 with expedited review, under the Commission's fee schedule revised March 2026. There is no annual report and no franchise tax for Arizona LLCs, making it one of the cheapest states to maintain. The offsetting cost is publication: A.R.S. 29-3201(G) requires notice to run three consecutive times in a newspaper in the statutory agent's county within 60 days, though LLCs whose statutory agent address is in Maricopa or Pima County get the notice posted by the Commission for free. A.R.S. 29-3201(G) requires that within 60 days after the Commission FILES the Articles of Organization, either (1) a notice of the filing is published in a newspaper of general circulation in the county of the statutory agent's street address for three consecutive publications, or (2) where that county has a population over 800,000 (currently Maricopa and Pima, per the Commission's own form L010i), the Commission enters the information into its own database under A.R.S. 10-130 - which 10-130(B) bars it from charging for. Route (2) is a statutory substitute, not an exemption. The affidavit of publication is OPTIONAL: the statute says one 'may be filed with the commission', the Commission's FAQ confirms 'although it is not required, many customers choose to file' it, and the Title 29 fee schedule carries no fee for it. Arizona publishes NO official dollar figure for the newspaper cost; under A.R.S. 39-221(A) the maximum is the rate 'shown by the local rate card of the newspaper in which publication is to be made', so the cost is set by the newspaper, not the state. Still in force: the requirement was carried forward into 29-3201(G) by Laws 2018, Ch. 168 effective 2019-09-01 (old Title 29 Ch. 4 repealed 2020-08-31). It was NOT repealed in 2023 - no 2023 Arizona act amended 29-3201.
