Does a cleaning business need a license in Arizona?
Arizona issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Arizona licenses no cleaning or janitorial trade. Title 32 of the Arizona Revised Statutes, headed Professions and Occupations, enumerates the occupations the state regulates and has no cleaning chapter, and the contractor definition at ARS 32-1101(3)(a) that governs Registrar of Contractors licensing reaches only construction, alteration, repair, improvement, moving, wrecking or demolition of a structure. Cleaning is likewise not among the transaction privilege tax classifications enumerated in ARS Title 42, Chapter 5, Article 2, which run from the retail classification to the online lodging marketplace classification, and cities levy their own privilege tax and business licenses.
