Does a cleaning business need a license in North Carolina?
North Carolina issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
No occupational licensing board listed in Title 21 of the North Carolina Administrative Code licenses cleaning or janitorial work; the General Contractors board reaches construction. Cleaning of real property is a taxable repair, maintenance, and installation service, because G.S. 105-164.3(225) applies that term to real property and gives "to clean, wash, or polish property" as an example and G.S. 105-164.4(a)(16) taxes those services for real property, so the provider registers with the North Carolina Department of Revenue.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with North Carolina and with the locality you work in.
This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.

The entity filing is separate from anything the license requires. In North Carolina it is made with the North Carolina Secretary of State. File directly with the state here.
