Does a cleaning business need a license in Massachusetts?
Massachusetts issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Massachusetts registers professions and occupations under G.L. c. 112 and residential contractors under G.L. c. 142A, and neither reaches cleaning or janitorial work. Chapter 142A covers reconstruction, alteration, renovation, repair and demolition of owner occupied buildings of one to four dwelling units, not cleaning of them. A cleaning company with employees registers for unemployment insurance and carries workers compensation coverage, and cities and towns set their own business licensing.

Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In Massachusetts it is made with the Massachusetts Secretary of the Commonwealth, Corporations Division.
