Does a plumbing business need a license in California?
California issues the C-36 Plumbing Contractor for plumbers.
California licenses plumbing statewide as the C-36 classification of the contractor license issued by the Contractors State License Board. Business and Professions Code 7048 exempts a single project whose aggregate contract price for labor, materials and all other items is less than $1,000 only where the work is casual, minor or inconsequential and no building permit is required.
The plumbing business itself must be licensed or registered, not only the people doing the work.
The contractor license is issued in the name of the business. Business and Professions Code 7068 provides that a partnership qualifies through a general partner or a responsible managing employee, a corporation through a responsible managing officer or responsible managing employee, and a limited liability company through a responsible managing officer, manager, member or employee holding the same classification.

What the LLC has to do first
Several states license the plumbing company separately from the individual plumber, so the LLC and the license are two filings, not one.
The entity filing is separate from anything the license requires. In California it is made with the California Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
