California Cleaning Business License: What Applies and What Does Not

What California requires of a cleaning business in 2026, what the LLC has to file first, and where the license and the entity are two separate steps.

Does a cleaning business need a license in California?

California issues the Janitorial Services Registration for cleaning businesses.

Registration covers janitorial employers. The Division of Labor Standards Enforcement exempts a business that only cleans residential dwellings, but a janitorial business with no employees still registers if it contracts, subcontracts or franchises for janitorial work.

The Property Service Workers Protection Act requires every janitorial employer to register annually with the Labor Commissioner's Office, at a $500 nonrefundable application fee and a $500 annual renewal fee, and Labor Code section 1428 bars an employer from conducting any janitorial business without complying. The registrant is the person or entity itself, and the Labor Commissioner's Office states that a provider with no employees that contracts, subcontracts or franchises for janitorial work still registers, while a person or entity that only cleans residential dwellings, including private residences, condos or mobile homes, does not. Separately, using compressed air with water or abrasives to clean or prepare a surface for treatment is Contractors State License Board classification C-61/D-38, Sand and Water Blasting, and contractor licensing attaches once the aggregate contract price for labor and materials reaches $1,000 under Business and Professions Code section 7048.

The cleaning business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first

Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.

The entity filing is separate from anything the license requires. In California it is made with the California Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
