Does a contracting business need a license in California?
California issues 3 license classes for general contractors.
California requires a Contractors State License Board license to contract for a work of improvement. Business and Professions Code 7048 exempts work of a casual, minor or inconsequential nature where the aggregate contract price for labor, materials and all other items is less than $1,000, a figure raised from $500 by AB 2622. The exemption does not apply to part of a larger project, to divided contracts, or to a person who advertises as a licensed contractor.
The contracting business itself must be licensed or registered, not only the people doing the work.
A license is issued to the business that contracts, and a limited liability company applies for its own contractor license with a qualifying individual, a $100,000 surety bond and liability insurance. An individual's license does not cover the LLC.

What the LLC has to do first
Where the state licenses the company rather than only the individual, the LLC has to exist before the license application can name it.
The entity filing is separate from anything the license requires. In California it is made with the California Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
