Does a landscaping business need a license in California?
California issues the C-27 Landscaping Contractor for landscapers.
California licenses landscaping as a specialty contractor classification, C-27, defined at 16 CCR 832.27 as constructing, maintaining, repairing or installing landscape systems and facilities for gardens and other areas and preparing and grading land for horticultural and decorative treatments. The $1,000 exemption at Business and Professions Code 7048 is lost where the work requires a building permit, where it is part of a larger operation, where the person advertises as a contractor, or where the person employs another person to perform the work. The current $1,000 figure took effect on January 1, 2026.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In California it is made with the California Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
