He built MyStateLLC to provide the free, state-specific LLC guidance he wished existed when forming his own companies.

A California LLC is generally eligible for Payoneer verification — you will need to provide your Articles of Organization, EIN, beneficial-owner ID, and a valid US business address. Nothing about forming in California blocks approval, and nothing about it guarantees approval either: the final call is Payoneer's.

Payoneer is a global payment platform used by marketplace sellers, freelancers, and businesses to receive cross-border payments and access multi-currency accounts. For a California LLC, Payoneer requires business registration documents (in California, your Articles of Organization), an IRS EIN document, proof of business address, and identity information for beneficial owners. Payoneer is also the default payment processor for Walmart Marketplace seller payouts.

In California the entity behind that check is an LLC created by filing Articles of Organization, which costs $70. California does not publish a processing time for LLC filings, so treat state approval as the open-ended step in your timeline rather than the Payoneer review. Because California names a member or manager on a routine public filing, the owner name Payoneer asks you to confirm is already a matter of public record.

Not legal advice: Verification requirements change, and so do California's filing fees and forms. Confirm current platform rules with Payoneer, and current filing rules with the California filing office, before you file. Payoneer's requirements were last reviewed 2026-07-21, and California's figures on this page come from its own published schedule.

What Payoneer requires, and how a California LLC meets each

RequirementHow your California LLC satisfies it
Business registration certificateUpload the Articles of Organization California returned to you, stamped and approved.
IRS EIN documentProvide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of California.
Beneficial owner identity (25%+ owners)Provide a government ID for each beneficial owner named in your California filings. California names a member or manager on a routine public filing, so at least one name already matches state records.
Business address proofUse a US street address registered to the LLC in California (your California registered-agent or virtual business address), since a PO box is usually rejected.
Consistent business name across all documentsUse the exact LLC name as California recorded it on your Articles of Organization; it must match your bank account holder name.

California-specific things to watch

  • California names a member or manager on a routine public filing, so Payoneer's beneficial-owner check will line up with public state records — you still upload a government ID for each owner. (The biennial Statement of Information (Form LLC-12) discloses managers or, if member-managed, at least one member, all public.)
  • Budget for California's ongoing LLC costs before projecting your Payoneer margins: California LLCs owe an $800 minimum annual franchise tax to the Franchise Tax Board, plus an LLC gross-receipts fee above $250,000 of California income.

California sales tax & nexus rules for Payoneer sellers

California charges a 7.25% state sales-tax rate. Payments through Payoneer are not covered by marketplace-facilitator laws — you collect and remit yourself. Registration is required before your first taxable sale if you have physical presence in California (an in-state location, inventory, or employees), or once you cross California's remote-seller economic-nexus threshold of $500,000 in sales in the previous or current calendar year.

California has the highest nexus threshold at $500,000 — a deliberate policy choice. There is no transaction count requirement, only the dollar threshold. California's 7.25% base rate is the highest statewide rate in the nation; with local add-ons, rates can reach 10.75% in some districts. Register through the California Department of Tax and Fee Administration (CDTFA).

  3. Beneficial owner identity (25%+ owners). Provide a government ID for each beneficial owner named in your California filings. California names a member or manager on a routine public filing, so at least one name already matches state records.
  4. Business address proof. Use a US street address registered to the LLC in California (your California registered-agent or virtual business address), since a PO box is usually rejected.
  5. Consistent business name across all documents. Use the exact LLC name as California recorded it on your Articles of Organization; it must match your bank account holder name.

Non-US founders with California LLCs

Payoneer is widely used by non-US founders receiving marketplace payments worldwide. Non-US owners of a California LLC verify with their own non-US government ID. The entity still needs a US business address and an EIN alongside its California registration. Payoneer supports receiving payments in multiple currencies without a US bank account.
