Payoneer is a global payment platform used by marketplace sellers, freelancers, and businesses to receive cross-border payments and access multi-currency accounts. For a Oregon LLC, Payoneer requires business registration documents (in Oregon, your Articles of Organization), an IRS EIN document, proof of business address, and identity information for beneficial owners. Payoneer is also the default payment processor for Walmart Marketplace seller payouts.
In Oregon the entity behind that check is an LLC created by filing Articles of Organization, which costs $100. Oregon does not publish a processing time for LLC filings, so treat state approval as the open-ended step in your timeline rather than the Payoneer review. Because Oregon names a member or manager on a routine public filing, the owner name Payoneer asks you to confirm is already a matter of public record.
What Payoneer requires, and how a Oregon LLC meets each
| Requirement | How your Oregon LLC satisfies it |
|---|---|
| Business registration certificate | Upload the Articles of Organization Oregon returned to you, stamped and approved. |
| IRS EIN document | Provide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of Oregon. |
| Beneficial owner identity (25%+ owners) | Provide a government ID for each beneficial owner named in your Oregon filings. Oregon names a member or manager on a routine public filing, so at least one name already matches state records. |
| Business address proof | Use a US street address registered to the LLC in Oregon (your Oregon registered-agent or virtual business address), since a PO box is usually rejected. |
| Consistent business name across all documents | Use the exact LLC name as Oregon recorded it on your Articles of Organization; it must match your bank account holder name. |
Oregon-specific things to watch
- Oregon names a member or manager on a routine public filing, so Payoneer's beneficial-owner check will line up with public state records — you still upload a government ID for each owner. (Oregon's annual report lists the names, titles, and addresses of all members or managers.)
Sales tax: none in Oregon
Oregon has no statewide sales tax, so there is no Oregon sales-tax registration to complete before you start taking payments through Payoneer. That is a Oregon exemption and nothing more: once your sales into another state cross that state's economic-nexus threshold, you owe its tax on those orders no matter that your LLC is a Oregon one.
Oregon has no sales tax and no economic nexus law. You never owe Oregon sales tax regardless of how much you sell there. Oregon's lack of sales tax drives significant cross-border shopping from neighboring Washington and California. However, Oregon does have a Corporate Activity Tax (CAT) on businesses with more than $1M in Oregon gross receipts.
How to verify your Oregon LLC on Payoneer
- Business registration certificate. Upload the Articles of Organization Oregon returned to you, stamped and approved.
- IRS EIN document. Provide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of Oregon.
- Beneficial owner identity (25%+ owners). Provide a government ID for each beneficial owner named in your Oregon filings. Oregon names a member or manager on a routine public filing, so at least one name already matches state records.
- Business address proof. Use a US street address registered to the LLC in Oregon (your Oregon registered-agent or virtual business address), since a PO box is usually rejected.
- Consistent business name across all documents. Use the exact LLC name as Oregon recorded it on your Articles of Organization; it must match your bank account holder name.
Non-US founders with Oregon LLCs
Payoneer is widely used by non-US founders receiving marketplace payments worldwide. Non-US owners of a Oregon LLC verify with their own non-US government ID. The entity still needs a US business address and an EIN alongside its Oregon registration. Payoneer supports receiving payments in multiple currencies without a US bank account.
