Does a cleaning business need a license in Oregon?

Oregon issues the Property Services Contractor License for cleaning businesses.

The license covers janitorial services under NAICS 561720. Residential house cleaning, carpet cleaning on the customer's premises and new construction cleanup are outside it. The exemption for working alone turns on employing or supplying no workers, not on the form of the business, so an LLC is not exempt by being an LLC.

Oregon requires a Property Services Contractor License from the Bureau of Labor and Industries of any person or entity that, for an agreed remuneration or rate of pay, recruits, solicits, supplies or employs workers to provide janitorial services, and the agency states that a company whose own employees clean client premises meets that definition. BOLI reads "janitorial services" as the work in NAICS 561720, which takes in office and building cleaning, custodial services and window cleaning but excludes residential house cleaning, carpet cleaning on the customer's premises (NAICS 561740) and new construction cleanup. A sole proprietor who works alone and employs or supplies no workers is not required to hold the license, and Oregon levies no general sales tax.

The cleaning business itself must be licensed or registered, not only the people doing the work.
