Does a landscaping business need a license in North Dakota?
North Dakota issues no license of its own for landscapers. Its contractor licensing reaches this work through the Contractor License on work valued above $4,000.
North Dakota issues no landscaping license and names no landscaping classification. Chapter 43-07 NDCC requires a contractor license from the Secretary of State to engage in the business of construction, repair or alteration of drainage or irrigation ditches and of every other type of structure, project, development or improvement in real or personal property, which reaches landscape construction, when the cost, value or price per job exceeds $4,000. The license is issued in the name on the business registration and is graded Class A through Class D by the largest contract amount the licensee may take.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In North Dakota it is made with the North Dakota Secretary of State. File directly with the state here.
