Does a landscaping business need a license in New Jersey?
New Jersey issues no license of its own for landscapers. Its contractor licensing reaches this work through the Home Improvement Contractor Registration.
Registration covers planting, sodding and establishing a lawn. The Division of Consumer Affairs states that a landscaper who only mows lawns and trims shrubs need not register.
New Jersey issues no landscaping license, and ordinary lawn and garden work is only partly inside the statewide Home Improvement Contractor registration. The Division of Consumer Affairs states that a landscaper who only mows lawns and trims shrubs need not register, while one who plants flowers, shrubs and trees, lays sod or establishes a lawn must, and N.J.A.C. 13:45A-17A.2 lists landscaping in the definition of home improvement. N.J.S.A. 56:8-138, as amended by P.L.2023 c.237, states that no contractor business shall offer to perform or engage in the business of making or selling home improvements unless registered, with no minimum contract value, so the LLC itself is the registrant; the separate individual licensing sections of the Home Improvement and Home Elevation Contractor Licensing Act remain inoperative until six months after the new board promulgates its rules.
The landscaping business itself must be licensed or registered, not only the people doing the work.

What the LLC has to do first
Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In New Jersey it is made with the New Jersey Division of Revenue and Enterprise Services. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
