Does a landscaping business need a license in Illinois?
Illinois issues no statewide license for a landscaping business. Local registrations and specialty permits can still apply.
Illinois issues no state landscaping license and no state general or specialty contractor license that reaches landscape construction. The Department of Financial and Professional Regulation's published list of the professions and industries it regulates carries landscape architect, roofing contractor, private security contractor and home inspection, and no entry for a landscaper, landscape contractor or general building contractor. The Department of Agriculture licenses pesticide applicators and operators, and contractor licensing in Illinois otherwise sits with municipalities.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Illinois and with the locality you work in.
This rests on reading the licensing authority's full published list, which contains no such license. That is weaker than an agency saying so outright, so treat it as a starting point and confirm locally.

Pesticide and herbicide application is licensed separately from landscaping itself in most states, and that license is usually the one a general landscaping business actually needs.
The entity filing is separate from anything the license requires. In Illinois it is made with the Illinois Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
