Does a cleaning business need a license in Michigan?
Michigan issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Michigan regulates occupations through the Occupational Code, Act 299 of 1980, whose surviving articles cover accountancy, collection agencies, personnel agencies, barbering, cosmetology, hearing aid dealers, mortuary science, architects, engineers and surveyors, residential builders, real estate brokers and appraisers, with no article for cleaning. The residential maintenance and alteration contractor license under MCL 339.2401 reaches repair, alteration and demolition of a residential structure rather than cleaning it. Michigan sales tax is levied on sales at retail by which ownership of tangible personal property is transferred (MCL 205.52), and local units set their own business licensing.

The entity filing is separate from anything the license requires. In Michigan it is made with the Michigan Department of Licensing and Regulatory Affairs, Corporations Division.
