Connecticut Cleaning Business License: What Applies and What Does Not

Does a cleaning business need a license in Connecticut?

Connecticut licenses no cleaning business trade, but a statewide credential may still reach you.

Whether the Homemaker-Companion Agency registration reaches an ordinary residential cleaning company has not been resolved by the department or a court. Operating without it, if it does reach you, is a misdemeanor.

Connecticut licenses no cleaning or janitorial trade, and janitorial, window cleaning and maintenance services are instead taxable under General Statutes section 12-407(a)(37), collected by the Department of Revenue Services. Separately, section 20-671 requires any organization employing one or more persons to provide homemaker services to hold a Homemaker-Companion Agency registration, and section 20-670(8) defines those services to include household cleaning in a person's home, with the chapter's only exemption being for agencies already licensed by the Department of Public Health. Whether that reaches an ordinary residential cleaning company has not been resolved publicly by the department or a court: none of the 1,236 active registrants is a cleaning company, while operating without the certificate is a misdemeanor under section 20-677(b)(5) and (c), so a Connecticut cleaning business with employees can ask the department to confirm its position in writing before it opens.

Section 20-671 puts the duty on the organization, defined at 20-670(7)(A) as any public or private organization employing one or more persons engaged in the business of providing homemaker services.

What the LLC has to do first

Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.

The entity filing is separate from anything the license requires. In Connecticut it is made with the Connecticut Secretary of State. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
