Does a cleaning business need a license in Hawaii?
Hawaii issues no statewide license for a cleaning business. Local registrations and specialty permits can still apply.
Hawaii licenses contractors by specialty under HRS chapter 444, and the Contractors License Board's published classification list contains no janitorial, maid service or building cleaning classification; the nearest, C-33c surface treatment contractor, covers sandblasting, waterblasting, power cleaning and steam cleaning as construction surface preparation. Every person with gross income on which the chapter 237 privilege tax is imposed must obtain a general excise tax license from the Department of Taxation for a one-time $20 fee under HRS 237-9, which is a tax registration and not a cleaning credential. County licenses and employer registrations apply separately.
A state that issues no license of its own is not a state with no rules. City and county business registrations, specialty endorsements and sales tax permits are set separately, and we do not track them page by page, so confirm those with Hawaii and with the locality you work in.
This rests on the state's own enumeration of the occupations it licenses, which does not include this trade. The source below is the record's primary citation and may not be that enumeration itself.
This records what Hawaii publishes, not a determination about your business. Scope, thresholds and local requirements are set by the issuing body, so confirm with them before you bid or file.

What the LLC has to do first
Almost no state licenses house cleaning as a trade. The registrations that do apply are the entity filing, sales tax where cleaning is taxable, and any local business license.
The entity filing is separate from anything the license requires. In Hawaii it is made with the Hawaii Department of Commerce and Consumer Affairs, Business Registration Division. File directly with the state here. The order matters wherever the license is issued to the company rather than to a person: the entity has to exist before an application can name it.
Forming an LLC as a cleaning business in Hawaii covers the filing itself, step by step.
Insurance Hawaii cleaning businesses are asked to show
Residential clients hand over a key and commercial contracts require a certificate before the first shift, so general liability is bought at the point of winning work rather than at the point of registering.
We do not publish Hawaii premium figures for this trade, so nothing here is a quote. Our business insurance guide for cleaning businesses covers what each policy does and does not pay for.
This guide is general information, not legal or tax advice, and reading it does not create an attorney-client relationship. It reports what each state licensing board publishes for this trade, with the sources this page cites. It cannot tell you whether your own work needs a licence: that turns on the scope of the job, the value of the contract, and the city or county you work in, which commonly adds its own registration on top of the state's. Confirm your own position with the board named on this page and with your local building or business licensing office before you bid or start work.
