He built MyStateLLC to provide the free, state-specific LLC guidance he wished existed when forming his own companies.

A Texas LLC is generally eligible for PayPal verification — you will need to provide your Certificate of Formation, EIN, beneficial-owner ID, and a valid US business address. Nothing about forming in Texas blocks approval, and nothing about it guarantees approval either: the final call is PayPal's.

PayPal verifies business accounts under US financial regulations before allowing full payment capabilities. For a Texas LLC, PayPal requires documentation confirming the business entity name and EIN, proof of business existence (your Certificate of Formation on file with Texas, or a Certificate of Good Standing), identity verification for the business owner, and address proof. PayPal first checks national databases; documents are only requested when automatic verification fails.

In Texas the entity behind that check is an LLC created by filing a Certificate of Formation, which costs $300. Texas does not publish a processing time for LLC filings, so treat state approval as the open-ended step in your timeline rather than the PayPal review. Because Texas names a member or manager on a routine public filing, the owner name PayPal asks you to confirm is already a matter of public record.

Not legal advice: Verification requirements change, and so do Texas's filing fees and forms. Confirm current platform rules with PayPal, and current filing rules with the Texas filing office, before you file. PayPal's requirements were last reviewed 2026-07-21, and Texas's figures on this page come from its own published schedule.

What PayPal requires, and how a Texas LLC meets each

RequirementHow your Texas LLC satisfies it
EIN / Tax Identification NumberProvide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of Texas.
Business name consistencyUse the exact LLC name as Texas recorded it on your Certificate of Formation; it must match your bank account holder name.
Proof of business existenceUpload the Certificate of Formation Texas returned to you, stamped and approved.
Owner identity documentProvide a government ID for each beneficial owner named in your Texas filings. Texas names a member or manager on a routine public filing, so at least one name already matches state records.
Business address proofUse a US street address registered to the LLC in Texas (your Texas registered-agent or virtual business address), since a PO box is usually rejected.

Texas-specific things to watch

  • Texas names a member or manager on a routine public filing, so PayPal's beneficial-owner check will line up with public state records — you still upload a government ID for each owner. (The Certificate of Formation (Form 205) must name at least one governing person (member or manager), a public record; the annual Public Information Report also discloses management.)
  • Texas issues a Certificate of Formation rather than "Articles of Organization." When PayPal asks for "formation documents," upload your Certificate of Formation.
  • Budget for Texas's ongoing LLC costs before projecting your PayPal margins: Texas imposes a franchise tax; LLCs under the no-tax-due threshold ($2,650,000 total revenue for 2026-27 reports) owe $0 but must still file an annual Public Information Report.
  • PayPal payouts flow through to your personal return, and Texas won't tax them under a personal income tax: Texas levies no personal income tax.

Texas sales tax & nexus rules for PayPal sellers

Texas charges a 6.25% state sales-tax rate. Payments through PayPal are not covered by marketplace-facilitator laws — you collect and remit yourself. Registration is required before your first taxable sale if you have physical presence in Texas (an in-state location, inventory, or employees), or once you cross Texas's remote-seller economic-nexus threshold of $500,000 in sales in the previous 12-month period.

Texas has one of the highest nexus thresholds at $500,000, giving smaller remote sellers significant breathing room. There is no transaction count. Texas's 6.25% state rate can be supplemented by up to 2% in local taxes (many cities are at the 8.25% cap). Texas broadly taxes SaaS and digital services. Register through the Texas Comptroller of Public Accounts.

How to verify your Texas LLC on PayPal

  1. EIN / Tax Identification Number. Provide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of Texas.
  2. Business name consistency. Use the exact LLC name as Texas recorded it on your Certificate of Formation; it must match your bank account holder name.
  3. Proof of business existence. Upload the Certificate of Formation Texas returned to you, stamped and approved.
  4. Owner identity document. Provide a government ID for each beneficial owner named in your Texas filings. Texas names a member or manager on a routine public filing, so at least one name already matches state records.
  5. Business address proof. Use a US street address registered to the LLC in Texas (your Texas registered-agent or virtual business address), since a PO box is usually rejected.

Non-US founders with Texas LLCs

Non-US founders can open a PayPal US business account for a Texas LLC, but PayPal may ask for additional identity documentation beyond the Certificate of Formation. Pairing the Texas registration with a US business address and an EIN is the standard path. A US bank account is still needed to withdraw funds to a US account.
