PayPal verifies business accounts under US financial regulations before allowing full payment capabilities. For a Nevada LLC, PayPal requires documentation confirming the business entity name and EIN, proof of business existence (your Articles of Organization on file with Nevada, or a Certificate of Good Standing), identity verification for the business owner, and address proof. PayPal first checks national databases; documents are only requested when automatic verification fails.
In Nevada the entity behind that check is an LLC created by filing Articles of Organization, which costs $75. Nevada does not publish a processing time for LLC filings, so treat state approval as the open-ended step in your timeline rather than the PayPal review. Because Nevada names a member or manager on a routine public filing, the owner name PayPal asks you to confirm is already a matter of public record.
What PayPal requires, and how a Nevada LLC meets each
| Requirement | How your Nevada LLC satisfies it |
|---|---|
| EIN / Tax Identification Number | Provide your federal EIN (free from the IRS; non-US founders without an SSN must apply via Form SS-4 by fax or phone rather than the online tool) — independent of Nevada. |
| Business name consistency | Use the exact LLC name as Nevada recorded it on your Articles of Organization; it must match your bank account holder name. |
| Proof of business existence | Upload the Articles of Organization Nevada returned to you, stamped and approved. |
| Owner identity document | Provide a government ID for each beneficial owner named in your Nevada filings. Nevada names a member or manager on a routine public filing, so at least one name already matches state records. |
| Business address proof | Use a US street address registered to the LLC in Nevada (your Nevada registered-agent or virtual business address), since a PO box is usually rejected. |
Nevada-specific things to watch
- Nevada names a member or manager on a routine public filing, so PayPal's beneficial-owner check will line up with public state records — you still upload a government ID for each owner. (Confirmed not anonymous despite marketing: both the domestic Initial/Annual List (NRS 86.263(1)) and the foreign LLC list (NRS 86.5461(1)) must state the names, titles, and addresses of all managers or, if none, all managing members, and these lists are public record filed at formation and annually.)
- Budget for Nevada's ongoing LLC costs before projecting your PayPal margins: Every LLC must hold a State Business License at $200/year (NRS 76.100; corporations pay $500) and file a $150 Annual List (NRS 86.263/86.5461), $350/year total recurring. The Commerce Tax (NRS ch. 363C) applies only to businesses with Nevada gross revenue over $4 million.
- PayPal payouts flow through to your personal return, and Nevada won't tax them under a personal income tax: Nevada has no personal income tax on wages or pass-through business income; the Nevada Constitution (Art. 10, § 1(9)) prohibits a tax on personal income.
Nevada sales tax & nexus rules for PayPal sellers
Nevada charges a 6.85% state sales-tax rate. Payments through PayPal are not covered by marketplace-facilitator laws — you collect and remit yourself. Registration is required before your first taxable sale if you have physical presence in Nevada (an in-state location, inventory, or employees), or once you cross Nevada's remote-seller economic-nexus threshold of $100,000 in sales or 200 transactions in the previous or current calendar year.
Nevada's 6.85% base rate is supplemented by county taxes, bringing many areas to 8.265%. Nevada generally does not tax services or digital goods/SaaS, making it more straightforward for technology businesses. Register through Nevada's SilverFlume business portal, which handles sales tax permits alongside other business licenses.

Non-US founders with Nevada LLCs
Non-US founders can open a PayPal US business account for a Nevada LLC, but PayPal may ask for additional identity documentation beyond the Articles of Organization. Pairing the Nevada registration with a US business address and an EIN is the standard path. A US bank account is still needed to withdraw funds to a US account.
